The report was published on Thursday by the Neighborhood Independence Commission (Icon) and nominated Bradford West and Bradford East, which are listed in the top 10 most “left” constituencies in the UK.
Bradford West is third and lives in a neighborhood with the highest needs, just over 90% of the constituency.
This has led to Wight East Island (94%), Conservative Seat, Second, Blackpool South (96%), to the first 4%, less than 6%.

Icon curated the list by analyzing published data on crime, health, energy, employment and educational outcomes.
It uses that data to compile an index of the area that earns the worst score when measured against five government “missions.” This forms the basis of the policy agenda.
The report follows this week's announcement by Deputy Prime Minister Angela Rayner of the £1.5 billion national spending package based on the government's new neighborhood plan.
Icon is urging governments to prioritize investments in neighbourhoods that they need or risk losing voter support.
It also warns that labor is at risk by “washing billions of pounds on higher public spending while failing to transform where it is most needed.”
The report identifies the most urgent need of more than 600 “mission-critical” neighborhoods in the UK.

The last five on the list include Liverpool Walton, ranked 6th, with 82% of constituencies living in the best needs neighbourhood, followed by Southeast Walberhampton (80.8%) and Walsall and Brockswich (80.4%).
Ninth is Birmingham Hodge Hill and Solihull North (79.3 percent), with the top 10 lists being concluded by Sheffield Brightside and Hillsboro (76.9 percent).
However, Bradford is absent from the general rankings of local governments.
Blackpool is back here, with 97.8% of the population living in areas where 97.8% of the population needs neighbourhood investment, followed by Isle of Wight (90.7%) and Fenland (84.6%) in Cambridgeshire.
