North Yorkshire police said the man “repeated an inappropriate approach” to the city's address.
The officers are “pursuing a lot of investigations to track down the man who took the photo,” he is believed to be able to assist police in the investigation, a unit spokesman added.
Police urge anyone aware of calling 101 or reporting a man to be anonymous via Crimestoppers on 0800 555 111, citing 12250024053.
Jennifer Waddington, detective inspector at York Cid, said:
“Our investigation is still ongoing. We've released these CCTV images of the guys we want to talk to. Do you recognize him?
“We are urging people with information, no matter how small, to help us with our research.”
